minimum 20. set quality bit lower and increase FPS to 20 or higher

Agree 1st guy could be hack could be not. about 2nd yea hacks but i cant finde his name on echelone. next time warn hackers 3 times to ban them for 5 mins. alot off them even after 5 min ban - never comeback

oh and record with 25 FPS minimum. after this i will not accept proofs if there will be less than 25 fps. oh and. you have to report alot of hackes without fails. if many of your videos will be without enought proofs then you will never get higher level. it shouldnt be like: 1st video hacker, 2nd hacker, 3rd not hacker. you can fail once in 10 cideoproofs, thats normal, but if you will fain often i will not give you next level.
